3.         PUBLIC COMMENTS/CORRESPONDENCE

A. Executive Katrina Thompson (Broadview Park District) stated that the Broadview Park district would like to partner with the Maywood Park District in some winter programs. She then stated that the Broadview Park district would like to help the Maywood Park District in starting a Urban Garden Initiative. Executive Director Thompson then informed the Board of Commissioner how the funding was given in order to make this project successful, and she then stated that the Broadview Park District would like to show unity together amongst both Villages. Katrina spoke of the donation of soil and flower beds that will be donated to the Maywood Park District. She then stated that there was a registration fee charged in the amount of $25, with a refundable amount of $15 at the end of the season. Executive Director Thompson also spoke of the willingness to work with the Maywood Executive Director and staff to help get the staff trained. She stated that training was the key to success and also how background check were ran in order to avoid the liability. She stated that the target was to attempt to outreach 190 youth for a year and implement this program in 2 locations.  She also mentioned about the Community Harvest Grant which she would like for registration to take place at the Maywood Park District, in which this program can and will educate the community on how to properly plant fresh vegetables. Katrina Thompson then stated that she looks forward to working with the Executive Director and the Maywood Park District.

-Commissioner Wimbush stated how excited he was and that he thought this would bring some great initiatives to the residents of the Village of Maywood.

  1. Arlene Shelly – 1830 S. 2nd  Avenue asked about the $1 million dollars that

was given to the Maywood Park District and what happened to the money, what was done as far as programs for the Maywood Park district. She also stated that all the Maywood Park District Board of Commissioner should try to get along for the betterment of the Village.

 

  1. Terrence Jones –1938 S. 12th Avenue asked about the status of the

Community Survey that was instituted in the early part of 2010 by the Friends of the Maywood Park and then asked about again in December 2010. Mr. Jones asked if the surveys contained information from residents that the Maywood Park District did not want them to know about or what really were the results of the surveys. He the spoke about the 2011 budget, in which he stated that $66,000 was unaccounted for or missing. His breakdown was $13,000 leftover, however the board stated out with $118,000 for the fiscal year, in which they Park District was expecting to spend $462,000 and $423,000 which the Maywood Park District expect to collect in taxes, however $66,000 was still missing. Mr. Jones stated that no has yet to discuss the budget. Mr. Jones then expressed his concern about the Evaluations that had yet to be completed on the staff or the Executive Director. Terrence Jones then spoke about parties that were stated by the Executive Director as unknown parties, however he knew for a fact that parties had been going on at the park district. Mr. Jones again highlighted that he wanted the board to speak on the parties and events that had taken place at the Park District, as well as an update on the proposed budget as well as information on the performance evaluation of the Executive Director which the board has yet to do.

 

  1. Dawn Rhone-Williams stated that there was a redundancy of lack of

programs. She then spoke of the Policy and Procedures Manual, Summer Camp programs, Meeting Minutes, Soccer Program, CEDA, New Executive Director search, Maywood Police Chief Tim Curry, the Attorney Park District, Fall Brochures and New goals and programs. Ms. Rhone expressed her concern on how there is a lack of concern on solving the matters at hand that was highlighted by her. She stated that the board does not have the community’s best interest in mind and she then asked “What will it take for the majority of the board vote to get the full picture of what is really going on.

 

  1. Latisha Jones stated that she had yet to hear from a Board member of who was

going to step up and make the changes happen and that she apologizes on her behalf for not attempting to volunteer at the Park District to help implement some changes that were needed. She then mentioned that other residents need to step up to assist with the changes as well.

 

4.         PRESIDENT COMMENT

-Commissioner Higgins thanks all the Maywood residents for coming out again. She also stated that she appreciates their support and wants to thank Executive Director Katrina Thompson for extending her project to the Maywood Park District. Commissioner Higgins then stated, “An Idol Mind is the Devil Workshop”. Commissioner Higgins then stated that the Maywood Park District

being killed in the Village lately and that the Board Commissioners need to come

to together and make some changes at the Park District.

-Commissioner Higgins then mentioned about the budget and the missing $66,000 asking the Executive Director for a printout of the actual budget and the possibility of a board meeting with the Finance Committee. She also mentioned about the community survey and brochures that will be discussed also from the agenda. Commissioner Higgins then informed the residents that they board voted to keep the Park District open during the winter break, so programs will be implemented for the children to come out and enjoy. She then mentioned that District 89 and District 209 children would be out December 19th, returning back to school in January 5, 2012.

 

-Commissioner Ratley spoke about the grant given $1 million in 2005 by Senator Kimberly Lightford in which the money was earmarked for construction and because of the problems that the building had the Park District had to comply and complete the necessary work on the building in order for other work to get started. He then stated that it is dishardening when residents think that the board is not trying their hardest to complete the work in the 809 as requested by the residence. He stated not one board member is not trying hard to get this building up and functioning regardless of what difference they may have, but every time they attempt to make a step someone throws a monkey wrench in the plan, which then changes everything. He then asked the resident to please be patient and just work with the Maywood Park District in helping to complete this task.

 

-Executive Director McKinnor then stated that the $1 million dollars went towards replacing toilets, plumbing, asbestos, elevators and other things needed to bring the building up to code. He then spoke about the accusation of him excepting money for the 13th & Harrison Park being used for the Soccer team in which he encourages his accusers to come forth. He then spoke about the Survey with the Friends of the Maywood Park in which he indicated that he did not know that he was responsible for that project however if needed he did not have a problem with doing the survey. Executive director then highlighted on the summer camp program in which he stated that he did indicate to the board about the final count and the money however the money came in and that he had not yet transferred the money that came in for that program yet to the people who ran that program. Mr. McKinnor then spoke about the Annexation, the Tax Anticipation Warrant and the discussion of the parks being turned over to the Maywood Park District from the Village.

 

Commissioner Wimbush stated that after meeting with the board attorney and the Executive Director they are still trying to work out the language in the agreement with the Village before they attempt to take over the parks. He then stated  “Patience is the Key”.

Motion to Approve Financial Report by Commissioner Ratley, seconded by Commissioner Grace__.

 

-Discussion had taken place in regards to the Mitey Mite bowl game cancellation amongst Commissioner Higgins and the Executive Director in reference to refund going back to the team. Discussion also took place in regards to the Soldier Field Project and how the money taken in is documented. Executive director then stated that money is paid out for the transportation to the field, however in order to

calculate money coming in, they would have to wait and then once received it would only go to the BUCS and the Sophisticated Ladies programs since they were the only ones to volunteer. Commissioner Wimbush then asked about reports being generated and reported. Executive Director McKinnor replied that

once all money is received the he will report all revenues that have come in. His hold is that he is waiting for the report from the BUCS, in which two request were made. Commissioner Wimbush the asked about the $1400 rentals in which the

paid. Commissioner Ratley then asked about the fee for Burke, Burns & Pinelli for the amount of $3,029.41 in which he stated was discussed in August about the abuse of calling the attorney. He then read the invoice that was received from the attorney.  He stated that the board is consistently talking about misuse and abuse of funds but finds it hard to believe that board members are misusing and constantly contacting the board attorney for no reasons at all when he feels that money could go towards other things needed to be completed at the Park District. Discussion between Commissioner Ratley, Wimbush, Broughton, Grace and Higgins continues in reference to the usage of time being spent talking to the attorney.

-Commissioner Higgins stated that for the record “she only communicated back and forth with the board attorney for 20 minutes or less and maybe at a time 50 minutes.

-Commissioner Wimbush, “Point of Order”. He then asked if the board does not accept the approval, in which Commissioner Higgins, Grace & Ratley stated that it passed with a vote of 3 to 2 votes.

-All Commissioners discussed the possibility of implementing the City of Berwyn Policy and Procedure manual in which each Commissioner gave their input on changing the Policy and Procedure Manual again which should state and correctly say “Maywood Park District Policy and Procedure Manual.

 

  1. Winter Break Programming

- Commissioner Broughton spoke about the request that he received from Ms. Bailey inn regards to recreational programs in which he sent her some recommendations that he had received after speaking with Executive Director Katrina Thompson from the Broadview Park District on having some successful programs set in place for the children during the winter break. He also mentioned

about another organization that had asked to come and setup their winter program in which he needed to follow back up with Ms. Bailey to see if they had follow through with what they had inquired to him about. Commissioner Broughton then stated that he also mentioned to Ms. Bailey possibly some arts and craft and/or some other workshops for the children. Executive Director replied that no had called to place a 501c in for an event. Commissioner Wimbush then asked if the Maywood Park District had thought about having a WII bowling tournament,

while the Executive Director thought about a PSP video tournament, as well as a basketball mini tournament which were just some suggestions.

-Commissioner Higgins then mentioned a Thanksgiving Toy drive which use to be something completed by Commissioner Dugan. Executive Director replied he that Commissioner Dugan still was having that event.

-Commissioner Broughton then asked about a Old Fashion sock hop with the adults, in which he asked about input from the Executive Director about how he felt about this type of event. Commissioner Wimbush spoke of intergrational events with adults and children.

 

  1. Community Survey – Already spoke about in Public Comments by the

 Executive Director.

Motion to approve Proposed Tax Levy Percentage remain at the same amount of  5% by Commissioner Grace, seconded by Commissioner Broughton.

 

-Executive Director then asked the board if they were thinking about staying at 5%  which is keeping up with inflation or are they thinking about raising in which they would need to vote after a mailing is sent out to the resident of Maywood informing them of the increase.

  1. Employment/Appointments Matters 5ILCS 120/2 @ 1

 

-Commissioner Higgins stated to that board that she had dropped off some information packets to each of the board members houses in reference to an incident that occurred at the Park District between her and one of the BUCS coaches.

 

-Her question to the board was, “How should they handle a matter that took place where she felt that she was being disrespected by a coach on Park District grounds”. Conversation was conducted between

 

-Executive McKinnor stated that if she did not have him arrested then it is not a park district matter only because she did not file a complete report and also only because the matter is a he say she say and that the guy involved is a not an Maywood Park District employee, however he is and Assistant Coach to the BUC staff, which the Park District is not liable for his disruptive behavior.

 

-Commissioner Higgins then replied that she wanted the board to know that this incident happened on grounds only because regardless if she did not have him arrested that matter was that he disrespected her as a woman and just a Board Commissioner.

 

-Commissioner Wimbush then asked about the liability and how much work does the guy have here at the park District to do.

 

-Executive Director again replied that there was nothing for him to do only because he had two different reports in his hand and that it would have been a matter that would have been going back and forth.

 

-Commissioner Grace then stated that maybe if the matter was handled right and if Officer Randle who then stated that none of the things being reported had happened. He

then mentioned how much each office is properly trained and that Chief White was not there at the time of the incident so the matter should have been handled with Officer

Randle then.

-Commissioner Ratley then stated that he gets told off a lot, but so does everyone else

and if every time someone gets there feelings hurt, then there are going to a whole lot of

hurt people in the world and that this matter was not a Maywood Park District Board of Commissioner Problem.

 

-Commissioner Higgins again stated that she just wanted to inform the board of what had happened and that she was not trying to have the guy arrested but realizes how insensitive some of the board members are turning out to be. She then stated that the board can move on since no one was listening to her statement.

 

-Commissioner Grace and the Executive Director both then stated that the incident should have properly reported whereas the guy could have been arrested and the money returned back to the Maywood Park District and the matter could have been handle correctly, but since this was not reported the park District was not liable and there was really no matter to handle.

 

-Commissioner Broughton then stated that he felt that the other Board of Commissioner were not listening to what was actually been said and felt that a precedence was being displayed only because Commissioner Higgins had brought the matter up as a concern person who was on park district grounds when she was disrespected. He then asked the Executive Director about the liability of a person if someone had started shooting on park district grounds. He also mentioned that no one should be on the premises with alcohol and doing drugs.

 

-Executive Director replied if any incidents happened on Park District grounds, they would not be liable for any incidents however someone can always file a lawsuit for compensation.

 

-Commissioner Higgins again asked to just leave the matter alone and for the board to move on.

 

-Commissioner Ratley the stated that this matter was petty and let’s move on.

 

-More discussion continued between Commissioner Grace, Wimbush and Higgins about the difference between right and wrong. Commissioner Higgins then asked for the matter to be discussed. Commissioner Grace again stated that no matter what,”Put paper on a person”.
